Oknha Dr. Mengly J. Quach, a Cambodian American educationist, medical doctor, entrepreneur and philanthropist, is the Founder, Chairman and Chief Executive Officer of the Mengly J. Quach Education, an umbrella for 5 subsidiary companies, American Intercon Institute, American Intercon Schools, Aii Language Centers, Mengly J. Quach Chinese Language Centers and an online MJQTV, specializing in education, finance, social and community development. Currently, Dr. Quach is an Advisory Member of the Cambodia Chamber of Commerce, Honorary Advisor to the Cambodia Women Entrepreneurs Association, and Board of Directors of the Cambodian Institute for Cooperation and Peace, Founding Member of an Advisor to the Cambodia Investor Club, Founder and Chairman of the Prasethpheap Finance and Founding Member of Lotus Radio.
Originally from Battambang, Cambodia, Dr. Mengly J. Quach was raised and educated in the United States. Dr. Quach completed his Pre-Med studies at the University of California at Berkeley. He has an MPH in Public Health Practice from the University of Massachusetts at Amherst and a Doctor of Medicine in General Medicine from the School of Medicine at Spartan Health Sciences University in St. Lucia, West Indies/Santa Teresa, New Mexico. Dr. Quach also complete his medical clerkships at the University of Illinois Hospital in Chicago and fellowship training in Public Health and IMCI (Integrated Management of Childhood Illness) with Partners for Development, Maryland, a U.S. based NGO in Cambodia.
Prior to coming to Cambodia in 2002, Dr. Quach was a Professor at Cleveland Chiropractic College in California. After completing his volunteer work as an IMCI & Public Health Advisor with Partners for Development, he held positions as an Associate Professor at Pannasastra University of Cambodia, Vice Chairman of the University Academic Advisory Council, Founding Dean and Associate Professor of Public Health for the College of Public Health at the University of Cambodia before founding the Mengly J. Quach Education in 2005.
Oknha Dr. Mengly J. Quach is well known and recognized for his active involvement in community development in the fields of education, health and social services.

Alex QuachFunding Liaison, MJQE
Alex Quach is the Funding Liaison as well as a member of the Board of Directors of Mengly J. Quach Education, which serves as an umbrella for five subsidiary companies, American Intercon Institute, American Intercon Schools, Aii Language Centers, Mengly J. Quach Chinese Language Centers and an online MJQTV.
Mr. Alex was born in Battambang province, Cambodia, in 1967. He was brought up and educated in the United States. He is currently living and working in the USA. Alex had earned work experiences in variety of fields, including but not limited to managing a garment factory, shopping center and retail store chains. He graduated from Trade Technical College, Los Angeles, California, USA, 1989. He is a Certified Professional Food Manager by National Assessment Institute, Los Angeles, CA, USA. He is also the owner of the 99 Cent Outlet, a retail store in Los Angeles, California, USA.
Prior to joining the MJQ Education, Mr. Quach worked as a goldsmith for Chain and Charm Co., Ltd., Los Angeles, California. He started his own business venture in 1991 as the owner of A & Q Fashion, Donut King, Super Mercado San Carlos, Daily Donut and 99 Cent Outlet.He also co-owned House of Donuts and S & A One Dollar Store in the US. Besides, he has become a member of the National Republican Congressional Committee, Washington DC, USA, since 2006 and a member of California Chamber of Commerce, California, USA, since 1993.
Paul QuachFunding Liaison, MJQE
Mr. Paul Quach is an External Liaison and active member of the board of directors of the Mengly J. Quach Education, which serves as an umbrella for five subsidiary companies, American Intercon Institute, American Intercon Schools, Aii Language Centers, Mengly J. Quach Chinese Language Centers and an online MJQTV.
The eldest of eight, Mr. Paul Quach was born in April 1964, Battambang Province. Like many other Cambodians, he passed his childhood and teenage life in Pol Pot regime before he and his family eventually resettled in the United States in April 1984.
Prior to his departure to United States in 1984, Mr. Paul Quach had engaged in numerous business, jobs and volunteer positions. While attending high school in Battambang province, he founded a business venture, importing products from Thailand to his hometown and Phnom Penh capital. Later, in Khao I Dang refugee camp, he had worked in a Laboratory of UNHCR as an interpreter and translator for U.S. Government-sponsored Joint Volunteer Agency (JVA). In Saang Bataan refugee camp in the Philippines, Mr. Paul Quach volunteered as assistant English teacher and cultural orientation interpreter for new refugees, a well-respected position throughout the camp.
Right after his arrival in the United States, Mr. Paul Quach enrolled and earned a certificate in Legal Secretary from a private college. After graduation, he worked as a teacher assistant in Los Angeles Unified School District. At the same time, Mr. Paul Quach also continued his education in Los Angeles Trade Technical College, where he earned an associate degree in Electronic Engineering Technology in June 1987. After his graduation, Mr. Paul Quach worked in Q-Tech Corporation as an electronic technician. Then in June 1989, he moved to Teledyne Control where he tested and repaired all flight data and the blackbox before he ran his own business in 1993.
Vuthy ChauvMember, MJQE
Mr. Vuthy Chauv is a member of the Board of Trustees of Mengly J. Quach Education (MJQE), which serves as an umbrella for five subsidiary companies, American Intercon Institute, American Intercon Schools, Aii Language Centers, Mengly J. Quach Chinese Language Centers and an online MJQTV.
Mr. Vuthy Chauv was born in 1965 in Battambang Province. He moved, grew up and was educated in the United State. He finished the Grade 7 at Machham School, Cambodia, in 1975 and continued to obtain his education Truman Community College, Chicago, USA in 1983. He is currently living and working in the USA.
Besides becoming a member of the Board of Trustees of the MJQ Education since 2017, Mr. Vuthy Chauv has been the Co-owner of the 98 Cent+ outlet at California, USA since 2005 as well as the owner of the Royal Donuts, California, USA since 1995. He also used to work as the owner of A & Q Fashion Garment Factory and as the Diamond Cutting from 1991 to 1994 and a diamond cutter at Goldsmith at ORO America Co., Los Angeles, California, USA from 1987 to 1991. Mr. Vuthy Chauv is fluent in English and Khmer. He also can speak Chinese and Spanish.
Lyhong UngGeneral Manager, MJQE
Mrs. Lyhong Ung has been a member of the Board of Trustees of Mengly J. Quach Education (MJQE), which serves as an umbrella for five subsidiary companies, American Intercon Institute, American Intercon Schools, Aii Language Centers, Mengly J. Quach Chinese Language Centers and an online MJQTV. since 2005 and General Manager of Cultural Affairs Unit since 2014.
Mrs. Ung was born in Siem Reap province, Cambodia, in 1979. She grew up and obtained her High School Diploma at Toun Fa Chinese School, Phnom Penh, Cambodia, in 1997. Now, she is currently living and working in Cambodia.
Before obtaining her current position, Mrs. Ung was the General Manager of Mengly J. Quach Education during 2005-2014 and General Manager at the Camtrade Corporation Ltd. (Nissan), Cambodia during 1999-2004.
Sotheary HemChief Operations Officer, MJQE
Sotheary Hem is Chief Operations Officer, Mengly J. Quach Education
Mr. Hem was appointed as Chief Operations Officer in 2018. With this position, he oversees organization’s ongoing operations, procedures and be responsible for the efficiency of business and securing the functionality of business to drive extensive and sustainable growth. He plays a major role and key member in the senior management team. He reports directly to the Founder, Chairman and CEO.
Mr. Hem joined Mengly J. Quach Education in 2006 as an ESL teacher and served as General Secretary for Academic and TOEFL Assistant Administrative officer in 2007. He was promoted to be Head of the Student Affairs Office in 2008 and then appointed to be Executive Assistant to the Vice President for Administration in 2010. He was appointed to be Associate Vice President for Administration in 2011 and promoted to be Vice President for Administration in 2014. From 2015 to 2016, he was Deputy Chief Administrative Officer. In 2017, he also served as Senior Associate Operations Officer, Director of Operations and Senior Director of Operations. He was promoted to be Chief Operations Officer in 2018.
He received his Bachelor of Education degree in Teaching English as a Foreign Language from the Institute of Foreign Languages, Royal University of Phnom Penh, Cambodia and Master of Business Administration from Build Bright University, Cambodia.
Sovannaroth VongAssistant Deputy Chief Administrative Officer, MJQE
Sovananroth Vong is the Assistant Deputy Chief Administrative Officer.
With this current position, he directly oversees and supports the functions and services which include both Information Center and Administrative Office comprised of Archive Center and Office of Registrar. In addition, he helps assist the operations of the Intercon Bookstore, Procurement Department, MJQE Warehouse and Mengly J. Quach Library. He plays a major role in providing strategic oversight of the Administrative Department and works closely with other offices and departments to support Mengly J. Quach Education’s missions.
Mr. Vong joined Mengly J. Quach Education in 2007 as an Administrative Officer. He was promoted to be Administrative Deputy Director in 2008 and to be Administrative Director in 2011. In addition to his position as Administrative Director, he was also promoted to be Operations/Administrative Director and Personal Assistant to the Founder, Chairman and CEO in 2017 and then to be Senior Administrative Director in January 2018. Finally, he has been promoted to be Assistant Deputy Chief Administrative Officer since January 2018.
He received his Bachelor’s degree of Law at the Royal University of Law and Economic, Cambodia in 2006.
Sophea M. LayPresident, Aii Language Centers
Sophea M. Lay is the President of the Aii Language Centers.
Mike joined the Aii Language Centers in 2006 as a part-time ESL teacher. Since then, he has been promoted numerous times – from part-time teacher to full-time teacher, to International Relations Officer and TOEFL Administrative Officer, to Assistant Academic Coordinator, to Associate Vice Provost for Academic Affairs, to Campus Director to Vice President and finally to President.
Mike has a wealth of experience in the field of education, having previously been Head of Academics among other roles in a career stretching back to 2001. In those roles, he was responsible for leading all aspects of school operations. He has also successfully established an exchange program with Chichester College in the UK, was an invigilator for the Cambridge ESOL examinations, and established a certified testing center for both Anglia Examination Syndicate and TOEFL iBT.
When he was two years of age Mike’s family immigrated to the United States, where he grew up and was educated. He currently resides in Phnom Penh with his family.
Yana RosPresident, American Intercon Schools
Mrs. Yana Ros is the President of American Intercon School
Mrs. Yana Ros was born in 1981 in Phnom Penh. Mrs. Ros received the certificate of Padagogy in Phnom Penh in 2001. In the same year, she was an elementary teacher at Krangtnong in Phnom Penh for a year. After that, she transferred to teach at Porchentong Elementary School and continued her study, majoring in Management at National University of Management.
Mrs. Ros started working for American Intercon School on October 10, 2005 as full time elementary teacher (Grade 5). During 11 years of working at AIS with hard work and determination, she has been promoted accordingly. In 2006, she was promoted to Assistant Principal for Kindergarten and Elementary. Because of the business in the family, she asked to change the position to elementary teacher in 2008. In 2009, with such a great work, she was promoted to School Counsellor. Later in 2010, she was promoted to Principal for Elementary and to Principal for Pre-Kindergarten, Kindergarten and Elementary in 2013.
Mrs. Ros has given her best at work during 11 years at AIS. She is a highly committed leader who is full of creativity and professionalism. With great appreciation for her dedication and hard work which have contributed significantly to the development and success of the school, she was promoted to Vice President of American Intercon School on March 01, 2017.
Pisey LongCampus Director, Mao Tse Tong Campus, AiiLC
Pisey Long is Campus Director of the Aii Language Center, Mao Tse Tong Campus.
Mr. Long is one of MJQE Senior Management and is currently holding a position of Campus Director of the Aii Language Centers, Mao Tse Tong Campus. With this position, he is currently in charge of overseeing the general operation of the whole school both academic and non-academic.
Mr. Long joined Mengly J. Quach Education in 2006. He was first recruited as a part-time ESL teacher in 2006. Due to his dedication and outstanding teaching performance for almost 5 years, Mr. Long was promoted from a part-time and full-time ESL teacher to Head Teacher in 2010. In addition to his position as a head teacher, he was also appointed to be a Principal for English at the American Intercon School in 2013. In 2016, he got another promotion as Vice Chancellor and Board of Observer. Finally, he is promoted to be a campus director and he is also a Steering Committee Member of the Annual CamTESOL Conference.
Mr. Long received his Bachelor degree of Education in Teaching English as a Foreign Language from Build Bright University.
Tharith PhoungCampus Director, Toul Kork Campus, AiiLC
Tharith Phoung Campus Director, Aii Language Center at Toul Kork Campus
Mr. Phoung joined Aii Language Center (AiiLC) in August 2006 as a part-time ESL teacher. In June 2009, he decided to join AiiLC as full-time. He was nominated to be an outstanding teacher in his first term as a full-time ESL teacher and subsequently got promoted to be the Head Teacher.
Aii Language Center inaugurated its second campus in April 2014 located in Toul Kork area; Mr. Phoung was promoted to be the Vice Chancellor for Academic Affairs and Operations. In March 2017, he was promoted to be the Campus Director of Aii Language Center at Toul Kork Campus.
Before joining Aii Language Center, Mr. Phoung worked as an administrator, a representative of Webster University in Thailand, a computer instructor, an ESL teacher, a receptionist and an office assistant in two different international schools from 1999 to 2009.
Mr. Phoung holds a Bachelor Degree of Business Administration from Norton University. He is currently pursuing a Master Degree of Business Administration in Management.
Chansoma YenCampus Director, Chak Angre Campus, AiiLC
Chansoma Yen is Campus Director of the Aii Language Center, Chak Angre Campus.
Mr. Yen is one of the MJQE Senior Management and is currently holding a position of Campus Director of Aii Language Center, Chak Angre Campus. With this position,he is in charge of overseeing the general operation of the whole school both academic and non-academic.
Mr. Yen has been with Aii Language Center since 2010. He started working as a part-time teacher. Then he was promoted to be a half-full time and full-time teacher. Within his good work, he was promoted to be a head teacher in 2014. Previously, he worked as an executive manager of private English and computer center in Siem Reap province for two years. Then, he moved back to Phnom Penh and worked as showroom supervisor for Nokia Company in 2010. With the strong desire and passion toward educational sector, he decided to quit the job and joined Aii Language Center.
He earned his Master of Education in TESOL from Paññāsāstra University of Cambodia in 2015. Moreover, he has just been rewarded the certificate in TESOL with TEYL.
Bunly CheangHead Principal, Mao Tse Tong Campus, American Intercon School
Mr. Bunly Cheang was born in 1984 in Kandal province. He received the certificate of Pedagogy in 2005 and graduated from Khemarak University, majoring Physics in 2008. In 2016, he earned his Master’s Degree in Public Administration from Royal University of Law and Economics.
Mr. Cheang started working in the field of education in 2005. He worked for American Intercon School in September 17, 2009 as a Physics teacher. Because of his commitment and hard work, he was promoted respectively. He became a School Administrative Officer in November 2010. He earned a position as an Assistant Principal for Pre-Kindergarten, Kindergarten and Elementary in 2013. Because of his potential and determination, he was promoted to Assistant Principal for Junior High School in 2014 and advanced to Principal for High School in 2015.
His dedication, professionalism, leadership and contribution to the success of the institution, he was promoted to Head Principal of American Intercon School, Mao Tse Tong Campus (Head Office) in March 01, 2017.
Kamrang SaemHead Principal, Toul Kork Campus, American Intercon School
Mrs. Kamrang Saem is a head principal at American Intercon School-TK Campus.
Mrs. Saem started her work at American Intercon School as a part time teacher in 2006. Since then, she has promoted to several different positions. In 2008, she was promoted to be a half full time teacher. Then, in 2014, she was promoted again to be an assistance principal for junior high school. Finally, she was promoted to be a head principal.
Besides private sector, Mrs. Saem has had a lot experiences in teaching at public school since 2002. She received a certificate of Pedagogy in 2002. Moreover, in 2012, she graduated her Bachelor’s degree in Teaching English to Speaker of other Languages.
Sambath CheaHead Principal, Chak Angre Campus, American Intercon School
Mr. Sambath Chea was born in 1982 in Phnom Penh. He graduated and held Bachelor degree of Art in History from Royal University of Phnom Penh in 2005. In 2006, he started to work as a teacher at Preah Reach Samphear High School in Kampot Province. He has work three years. Later on, he was transferred from Kampot Province to work at Hun Sen Kampong Korntuot High School in Kandal Province. In 2008, he married with Mrs. Sophea Neak. She worked as a History teacher at Hun Sen Chak Angrae High School and Orphanage Organization (SOS) in Phnom Penh.
Mr. Sambath joined the Mengly J. Quach Education in September 2009 as High School History teacher and a Homeroom teacher full time. He was then promoted to be a School Administrative Officer for High School in September 2011. In August 2013, Mr. Sambath was promoted to be Assistant Principal for High School. He was appointed to be the Head Principal at American Intercon School at Chak Angrae Campus in November 2015.
He was a qualified person who has worked for a better institution for the past 6 years. He was one of the leaders who has a strong commitment and full of creative idea with highly code of professional in his working performance. Jayrald A. SalvacionDeputy Campus Director, Mao Tse Tong Campus, AiiLC
Mr. Jayrald A. Salvacion is currently the Deputy Campus Director at the Aii Language Center. He is from the Philippines and happily married with a child. As an educator and a father he believes that, behind every student who believes in himself are teachers and parents who believed first.
He started his career as a part-time ESL teacher at the Aii Language Center in March 2009. From his passion, commitment and dedication, he was promoted as a head teacher in 2015 and moved to Aii Language Center Toul Kork branch.
He supervised teachers and teacher aides and continued his sympathetic and unassuming personality in leadership. In May 2017, he was promoted to be the Deputy Campus Director and currently working at Aii Language Center, Mao Tse Tong Campus.

Mr. Francisco O. Perol is from the Philippines, A Certified Public Accountant (CPA) with units in Master in Business Administration. He is married with a diplomat with two children. He has been working in Cambodia since 1993 during UNTAC time. His exposure in the field of finance, administration, human resources, audit, and consultancy is more than 30 years from the Philippines, Cambodia and in Australia. Sokrangsey NinMedical Director, MJQE
Dr. Sokrangsey Nin, Medical Director, is a general practitioner and pediatrician. He has over 20 years of working experiences in different hospitals both private and public. Before joining the Mengly J. Quach Student Health Center, Dr. Nin worked as the Chief of Intensive Care Unit in the Chinese Hospital’s Pediatric Ward for 5 years, with Center of Hope Phnom Penh for 4 years as Medical Officer and International SOS Clinic Phnom Penh for another twelve years from 1999 to 2011.
Dr. Nin received his Pre-Med Studies from the faculty of Medicine of Cambodia. In 1988, Dr. Nin earned a doctor of Medicine degree in General Pediatric Medicine and a certificate in Obstetrics and Gynecology from the General and Pediatric Institute of Medicine in Russia in 1992.
Sok PovEditor in Chief, MJQUP
Mr. Pov Sok was borns in July 26th 1972 in a rural village of Prek Rey, Prek Rey commune, Lvea Em district in Kandal province.
Mr. Sok has been with Mengly J. Quach Education since November 13th 2017 under his position as Editor in Chief and closely perform his job with the Mengly J. Quach University Press ( MJQ UP) team.
From 2001 to 2017 he was an active member of Khmer Writer Association and collaborate with many other khmer writers to develop younger generation’s skill in writing.
He used to be a Script Writer/Producer at Women Media Center around 8 years (2004-2012). In order to open the field of writing/producing, Mr. Sok decided to enter to a new working environment at Hang Meas HDTV station around 5years(2012-2017). This new TV Channel employed him as News Editor In Chief. His main tasks were to produce any interesting kind of news, Feature, Profile, short films as well as monitoring his team members in order to effectively produce quality of news for their daily news program show on its TV channel.
After the 10th congress of Khmer Writer Association, Sok was elected as Financer by committees.
From the past year till now he has achieve a lot of experience and achievement especially in the field of short film such as: The bamboo root, Generosity, The golden crown, The Scale and Education spots for BBC.
Another noticeable achievement was the TV feature of his majesty Norodom Sihanouk funeral that was broadcast nationwide.
Mr Pov Sok also published two novels, the fighter’s heart & Soldier 071, and a book of his poetry collection called The invaded Rust

Sam Eing TaingHead of Information Technology, MJQE
Mr. SamEing Taing is the Head of Information Technology.
He joined Mengly J. Quach as IT Internal Audit Manager in January, 2017. He has now been promoted as Acting Head of Information Technology since July, 2017. Previously, he worked as Information Technology Manager at private company, Internal Audit Officer, and IT Senior Internal Audit Officer at AMK Microfinance Institution Plc.
He holds a bachelor’s degree in Information Technology from Cambodian Mekong University (CMU) and a bachelor’s degree in Economic Development from the Royal University of Law and Economics (RULE) in Phnom Penh. Currently, he is studying the Certified Information System Auditor (CISA) program. Besides, he has also completed with many short courses related to IT Security programs in the United State such as Usable Security, Information Security and Risk Management, Building an Information Risk Management, and Design and Executive of Information Security Strategy.
Phirom SayAssistant Deputy Chief Academic Officer, MJQE
Mr. Phirom Say is the Assistant Deputy Chief Academic Officer of the Mengly J. Quach Education.
Mr. Say has been appointed as the Assistant Deputy Chief Academic Officer of the Mengly J. Quach Education since February 2018. With this position, he oversees the operations of the American Intercon Institute, Aii Language Centers, American Intecon Schools and Little Kingdoms School by working cooperatively with the Vice Presidents of those schools. He directly reports all matters to the Deputy Chief Operations Officer and the Founder, Chairman and CEO.
Not only overseeing American Intercon Institutes, Aii Language Centers, American Intecon Schools and Little Kingdoms School, but Mr. Say also works closely with Mengly J. Quach Foundation to conduct charity works for the society.
Mr. Say joined MJQE in 2014 as an ESL teacher of the Aii Language Center, Mao Tse Tong Campus. From December 2016, he had been promoted as Associate Operations Officer of Operations Department for six months. Thanks to his dedication, commitment and diligence, he soon had been promoted as Personal Assistant to the Founder, Chairman and CEO/Associate Director of Operations for 8 months. Currently, he is holding his newly-promoted position of Assistant Deputy Chief Operations Officer.
Mr. Say holds the Bachelor Degree of Education. He was a graduate from IFL in 2013. He was awarded The Most Honest Teacher, Grade A Teacher and Outstanding Teacher during his time as an ESL teacher at Aii Language Center.
